Course Overview

Construction inside an operating plant is the hardest safety problem in Jubail: two very different risk regimes sharing one fence line. This programme deals with both, and with the interface between them, where most serious incidents actually happen.

What You Will Be Able to Do

  • Apply the permit-to-work system correctly as issuer or receiver
  • Control excavation, lifting and simultaneous operations
  • Identify process hazards including loss of containment
  • Run a management-of-change review for plant modifications
  • Coordinate construction activities inside a live facility

  1. Construction phase planning and site set-up
  2. Permit to work: types, issuing, isolation and hand-back
  3. Excavation, shoring and underground services
  4. Simultaneous operations (SIMOPS) and interface control
  5. Process safety fundamentals and loss of containment
  6. Hazard studies: HAZID, HAZOP and what-if reviews
  7. Management of change and pre-start-up safety review
  8. Emergency response in construction and process areas
